Because weight only decides how strong the rig has to be, while access decides which rig is possible at all. A 700 pound safe on a flat garage floor is a two-person dolly job. The same safe down a switchback staircase needs a powered stair-climber, more crew, floor protection, and a slower plan, and every one of those adds cost.
